As part of our background research, each partner has compiled a national policy analysis to better understand the framework conditions for adult learning and workforce development. In Germany, recent legislation such as the Act on Strengthening Training and Further Education highlights the government’s efforts to support structural adaptation and prevent unemployment. However, ongoing challenges such as uncertain policy direction, inflation, and skilled labour shortages remain. Our findings will support evidence-based recommendations for policy improvements in the next phase.
