What we learned from talking to workers and experts

As part of the E-SHIFT needs analysis, project partners spoke with workers, trainers, employers, labour market experts, and policymakers to better understand the challenges and opportunities created by digital transformation.

One message emerged consistently across countries and stakeholder groups: continuous learning is becoming essential.

Many workers reported feeling comfortable with basic digital tools but expressed a need for further support in areas such as data literacy, digital problem-solving, and cybersecurity awareness. Employers highlighted the growing demand for workers who can adapt to changing technologies and collaborate effectively in digitally connected workplaces.

Stakeholders also stressed that technical skills alone are not enough. Competences such as initiative, adaptability, creativity, and learning-to-learn are increasingly important in modern manufacturing environments. These entrepreneurial competences help workers respond to change and identify new opportunities in their careers.

The findings confirm that successful workforce transition requires more than technology adoption. It also requires accessible training opportunities, supportive learning environments, and a culture that encourages lifelong learning.

The next phase of E-SHIFT will build on these insights by developing practical tools that help workers assess their competences and follow personalised learning pathways towards future-oriented careers.
