EU laws affect everyone, yet over 60% of citizens who participated in our Citizens’ Dialogue reported difficulty in understanding them. Legal jargon, complex texts and limited access to clear information prevent many people from knowing their rights and responsibilities.
In our dialogues, citizens stressed the urgent need for:
- Clear, plain language
- Visual aids, infographics and video explainers
- Accessible tools for all, including disadvantaged groups
Specifically, citizens suggested the following in our dialogues and surveys:
‘Legal texts are so hard to understand — why not use everyday words?’ (Vienna)
‘A one-stop site where we can find all laws in simple language would help a lot.‘ (Survey respondent).
‘We need more opportunities like this to talk with others and share our views on EU topics.‘ (Germany)
These recommendations are shaping our Knowledge Bits, Digital Lexicon and policy guidance for EU decision-makers.
Making EU legislation more accessible strengthens democracy, combats disinformation and empowers citizens.
