The TRANSFORM consortium has completed an important milestone under Work Package 5: the European Policy Landscape Analysis. This comprehensive study examines how different countries across Europe are supporting adult reskilling and upskilling in the context of the green and digital (twin) transition.
The analysis covers the seven TRANSFORM partner countries — Italy, Belgium, Greece, Spain, Cyprus, Germany, and Serbia — and also draws on best practices from five leading European countries: Denmark, Portugal, Austria, Finland, and the Netherlands.
Why this matters
The study provides an evidence-based overview of:
- governance models for skills development
- funding mechanisms for adult learning
- ecosystem approaches supporting workforce transitions
- gaps and mismatches in key sectors
Importantly, the analysis does not remain descriptive. It delivers actionable insights that directly guide the TRANSFORM work.
Key added value for the project
The findings enable the consortium to:
- design targeted and modular training responding to real labour market needs
- prioritise key profiles such as green energy technicians, sustainable tourism roles, and digital agri-food operators
- adapt solutions to regional Smart Specialisation priorities
- transfer proven good practices across countries
- strengthen the evidence base for upcoming policy recommendations
The analysis also highlights structural challenges such as fragmented governance, uneven adult learning participation, and persistent skills shortages in green and digital sectors.
Looking ahead
The results will feed directly into the upcoming Regional Policy Forums and the development of the TRANSFORM Policy Recommendations. Ultimately, this work strengthens the project’s mission to support resilient, inclusive, and future-ready skills ecosystems across Europe.
